
The said ordinance will cover both private employers and city agencies. The main goal of the ordinance, is to prevent employers in discriminating job applicants because of their
criminal records. Which will make ex-offenders to be able to apply for a job and given a chance to start a new life.
Basically the National Employment Law Project, made a study resulted 90% of employers use criminal records as their basis before hiring an applicant. The ordinance was signed by Michael Nutter the Philadelphia Mayor.
